Peter Thomas Senese, and advocates at the I CARE Foundation call for the modification of WHTI policies including the mandatory requirement for all children traveling abroad by land, sea, or air to present a valid passport. Under present WHTI policy, a minor under 16 traveling by land or sea is presently required to present a photocopy of their naturalization papers, thus making international child abduction and human trafficking easily possible.
